North Platte Basin Roundtable Meeting 7-28-06

North Platte Basin Roundtable Comments and Recommendations - Page 2

. Recommends allocations be made during two u\1lding cycles per year.

. In Part 3, Prioritization Process by the CWCB for Allocation of Funds, Criteria A
states "The water activity meets one or more of the water management objectives
identified in the Statewide Water Supply Initiative." We note redundancy in
Criteria D and Criteria E which are already covered in Criteria A. We don't feel
that the legislation intends to provide u\1lding to preserve open space. except that
open space provided by agricultural activities, i.e. ag open space.

. Recommends eliminating Criteria F because it is better stated in Criteria I. This
may give a basin with a large number of entities within the basin an unfair
advantage.

. Recommends eliminating Criteria K, L, and R.. Matching u\1lds may only be
available from those eligible entities that have better access to financial
resources. In-kind match should also be considered. Some projects may utilize
appropriated waters and small entities may not have any type of conservation
plan in place because they may not feel that it is necessary or required.

. In Criteria Q, use language, "water activity should complement, but not duplicate
other CWCB programs."

3
