Appropriations included under HB 06-1400 will provide <br />approximately $650,000 for basin-wide consumptive and nonconsumptive water supply <br />needs and assessments. The Water Supply Reserve Account created in SB 06-179 will <br />consist of $10 million a year for 4 years for a total of $40 million for eligible water <br />projects and activities. SB 06-179 specifies that the moneys are to be managed by the <br />Colorado Water Conservation Board (CWCB), and that CWCB will allocate money by <br />grant or loan from the account only for those water projects or activities approved by the <br />roundtable for the basin in which the proposed structural or nonstructural water activity <br />would occur. SB 06-179 also specified that the CWCB in consultation with the <br />Interbasin Compact Committee (IBCC) shall jointly establish criteria and guidelines for <br />allocating u\1lds from the Water Supply Reserve Account. <br /> <br />The roundtable members were reminded that Eric Hecox had indicated that he and <br />Russell George felt that the easiest way to complete the consumptive and <br />nonconsumptive water supply needs and assessments for all basins was to contract with <br />one contractor for all of the basin need assessments. The consultant to do the work <br />would be selected through an RFP or RFQ process and the scope of work to be performed <br />by the consultant would be written so that the contractor would take direction from each <br />of the basin roundtables who would direct how the work would proceed within their <br />basin. Carl and Kent stated that they thought this subject would be discussed further <br />during the IBCC meeting to be held on June 30, 2006, and that they would report ulrther <br />developments regarding the consultant selection and defined scope of work to the <br />Roundtable after the IBCC meeting. <br /> <br />1 <br />
