<br />North Platte Basin Roundtable Meeting 10-24-06 <br /> <br />Needs' Assessment/Basin Advisor <br />Eric Hecox reported for Bob Plaska, who has been selected as the basin advisor for the <br />Yampa/White and North Platte Basin roundtables. He discussed our technical assistance <br />dollars which are to be used to support development of the basin needs assessments. As <br />our basin advisor, Bob Plaska will help us sort out which projects might fit best with the <br />needs assessment dollars and which projects should be u\1lded from the Water Supply <br />Reserve Accounts (Basin Account and/or Statewide Account) created by SB05-179. Eric <br />suggests we not focus too heavily on trying to sort that out ourselves, but to focus on <br />what questions we have and what knowledge and information we wish to acquire from <br />research and emphasized that he and Bob can help us sort out the most appropriate <br />funding stream. He elaborated on the fact that CDM was selected to serve as the state <br />technical support provider and that final contract negotiations are underway. CDM <br />strength was that they identified sub-contractors as basin advisors that have a depth of <br />local working knowledge of subject matter and geography, thus the selection of Bob <br />Plaska. Bob will reply to requests from our roundtable and he will assist the roundtable <br />in developing task orders that would be submitted to the IBCC project director who will <br />determine whether the CDM team will be directed to accomplish the task order. It is <br />expected that the basin advisors can help with scope of work aspects of task orders, such <br />as recognizing where information exists and where there are gaps. Our job as a <br />roundtable is to get down to outlining the broad categories of what we'd like to <br />accomplish and they will help us refine it. CDM is allowed to sub-contract with experts <br />and will refer extensively to HydroBase/StateView DSS database. <br /> <br />Kent Crowder reiterated some of the questions our roundtable will likely want to explore. <br />. Determine whether we have unappropriated waters. We will likely want to sort <br />out all uses to understand unappropriated water by specific use. Eric notes we <br />would use DSS, hydrologic and legal data in that effort. <br />. Quantify the North Platte River Basin non-consumptive use needs. Eric noted <br />that the SWSI II EnvironmentlRecreation group will soon release a white paper <br />with recommendations regarded information needs. In addition he noted that non- <br />consumptive use GIS data are currently being assembled based on preliminary <br />requests as this is a topic that all basins are considering. <br />. North Platte Basin has consumptive use (CU) questions as well, such as those <br />related to high altitude crop CU coefficients. <br /> <br />Eric raised the point that our roundtable should give some thought to what process we <br />will use to approve or reject proposals that will soon come forward. Already the IBCC is <br />beginning to get calls from people who have ideas they would like to bring forward to <br />roundtables for consideration. It was noted that as our roundtable discussed during the <br />September 26 meeting, we may adopt the evaluation criteria outlined in the Criteria and <br />Guidelines for the Water Supply Reserve Account. Eric noted that the approved Criteria <br />and Guidelines will likely be emailed within the next week and that the IBCC could <br />distribute u\1lds beginning in January. <br /> <br />4 <br />
