Dirk Ramsey made <br />motion to accept Mike Hohnholtz to fill a position of Larimer County voting member at <br />large on the North Platte Basin Roundtable, Jimmer seconded the motion. Motion <br />passed. <br /> <br />IBCC Report <br />Eric Hecox reported that the IBCC met in Steamboat Springs on October 18 and noted <br />the following highlights: <br />. As planned, reports were provided by the host Yampa/White roundtable and from <br />Rick Brown regarding Phase II SWSI. This report focused on the <br />EnvironmentalIRecreation group and in the ulture they will hear from the other <br />SWSI Phase II groups. <br />. Final contract negotiations are underway with CDM, who was selected to be the <br />IBCC engineering firm to assist with needs assessments (details later in minutes). <br />. Major decision made was IBCC approval of the latest drafts of the Criteria and <br />Guidelines document. The CWCB had accepted the draft at their last meeting and <br />the IBCC was expected to accept the draft from the work group at the October <br />meeting. Extensive discussion was held regarding the relative levels of u\1lding <br />for the two accounts being set up. Differences of opinion were expressed <br />regarding whether each basin account should receive 1 or 2 million dollars <br />guaranteed with the remaining going into the statewide grants program <br />Compromise decision reached to accept the 1 million dollars per basin account at <br />this time and to consider an amendment for an increase to 2 million dollars per <br />basin which would be considered during the annual review of the Criteria and <br />Guidelines that is to occur in October 2007. It is expected that the proposed <br />amendment to the Criteria and Guidelines to increase basin account funding to the <br /> <br />1 <br />
