Colorado Water for the 21st Century
Metro Roundtable - Meeting Minutes

April 11, 2007 4:00 - 7:20 PM
Denver Water

Doug Scott chaired the meeting.

There was a general discussion of the Metro Roundtable's ability to study SB-
179 projects with other basins, considering various procedural constraints
pursuant to the statute. The group asked Eric Hecox (and/or the Division of
Water Resources) to provide input to the Metro Roundtable concerning the
available procedures that might be implemented to move such projects forward.

Eric Hecox reported that there will be non-consumptive and consumptive
technical work groups developed for further refinement of each roundtable's
needs assessment. He distributed a draft summary of the "South Platte
Roundtable Needs Assessment Refinements", for review by the Metro
Roundtable. Eric will meet with environmental, recreational, and non-
consumptive interests in all basins to begin to a plan to coordinate evaluation of
the local requirements for those types of water use, and confirm that there is a
common methodology for such evaluations.

Harris Sherman, Executive Director of DNR, addressed the group. He said that
IBCC is an opportunity to work on a state-wide basis to solve water problems.
He said that the Needs Assessments are critical, but there is also a great need to
finish that process within two years. He is confident that sufficient funding will be
provided for the Needs Assessments and he counseled patience until those
assessments are completed.

Peter Nichols and Jay Winner described the Lower Arkansas River Basin Land
Fallowing & Water Leasing Program, supported by the Lower Arkansas Water
Conservation District.

The Metro Roundtable gave unanimous support and approval of $150,000 of SB-
179 funds to support Parker Water and Sanitation District's request for funding of
a Rural-Urban Water Model Study. Details of the proposed project are contained
in an April 5, 2007 letter by Parker Water and Sanitation District.

Andy Moore of the CWCB gave a presentation on the Underground Storage
Study results.

The next meeting is scheduled for May 9, as a joint meeting with IBCC. Location
to be announced later.
Prepared by: Gary Thompson
May 1, 2007

Page I of 1
