Colorado Water for the 21st Century
Metro Roundtable - Meeting Minutes

February 8, 2006
Denver Water Board Room
Denver, Colorado
4:00 - 5:40 PM

Chairman Doug Scott chaired the meeting.

Eric Hecox led a discussion of the "Proposed Agenda for 2006". He said that it is
important for the Metro Roundtable to apply ample focus, time, and consideration
of the Basin-Wide Water Needs Assessment and Definition of Challenges. Prior
efforts at state-wide water planning may not have been successful because of
inadequate consideration of overall challenges before attempting to define
appropriate solutions.

SWSI is currently In Phase 2, which includes identification of proposed
alternates.

Members should look at the IBC website (through the Division of Natural
Resources website) for information that has been posted for general use by
Roundtable members.

Carl Wilson (CSU Cooperative Extension) generally described water resources
research that is underway by numerous groups at CSU. He provided a handout.

Chips Barry, Doug Scott, Peter Binney, and Hal Simpson provided their
observations from attending the February IBC meeting:

1. Chips believes that there is a reasonable basis for productive discussions
among the basins concerning water sharing. The IBCC members are
"Here to solve a problem."
2. Doug reported that IBCC is considering adoption of bylaws and a charter
to be approved at the March 3 meeting. These documents must be
available for review by the legislature in early April for formal legislative
approval by July.
3. Hal reported that there was discussion of the role of the IBCC in relation to
ideas that come from, or are sent to, the basin roundtables and specific
processes that will be adopted.
4. Eric said that the basin roundtables, at some point in the future, might
prepare a list of perceived issues and concerns.

There was a general discussion of the processes to be used in reviewing and
considering information from SWSI and other sources.

Page lof2
