<br />Colorado Water for the 21st Century <br />Metro Roundtable - Meeting Minutes <br /> <br />June 14, 2006 <br />Colorado Division of Wildlife Headquarters <br />Denver, Colorado <br />4:00-6:00 p.m. <br /> <br />Chairman Doug Scott chaired the meeting. <br /> <br />Colorado Supreme Court Justice Greg Hobbs provided a highly instructive <br />general review of historical water management issues and developments. He <br />discussed his experience with the "Water Roundtable" formed earlier by <br />Governor Lamm and compared that process to the present 1177 process. The <br />earlier roundtable was focused on only one project (Two Forks) and was not <br />open to the public; where these roundtables are much broader in their scope, a <br />very open process and, he feels, have a greater potential to accomplish their <br />goals. Justice Hobbs stated, "there is no substitute for storage," and encouraged <br />region-wide planning. Many other issues and historical facts were presented. <br />He concluded that he hopes the process is successful in identifying and <br />developing a consensus to move forward with specific alternative projects that <br />can satisfy identified needs. <br /> <br />DNR Executive Director Russ George then discussed the recent actions of the <br />legislature relating to the 1177 process. They have recently approved two bills, <br />HB 06-1400 and SB 06-179, which approve the charter for the IBCC and provide <br />funding for the roundtable process and future projects. The details of the bills <br />were discussed. The funding from these bills can be used for feasibility studies <br />and total $960,000 from HB 06-1400 and $10 million per year for 4 years from <br />SB 06-179. The funds are available beginning on July 1, 2006 on a first come <br />basis. The discussion clarified that the funds can be used for consultants <br />assisting in the development of a "needs assessment" document for this <br />roundtable. <br /> <br />A general discussion was then held about this roundtable's efforts to compile a <br />regional needs assessment. The sub-committee, which was formed at the May <br />meeting to lead the needs assessment development process, will be scheduled <br />to present the status of their efforts at the next and subsequent Metro <br />Roundtable meetings. The sub-committee is composed of Mark Koleber, Bill <br />Ray, John Hendrick, and Frank Jaeger working with Rick Brown and Eric Hecox. <br /> <br />The next meeting will be on July 12, 2006 at 4:00.
