Colorado Water for the 21st Century
Metro Roundtable - Meeting Minutes - Revised

July 11, 2006 4:00 - 6:00 PM
Aurora City Hall

Doug Scott chaired the meeting. Minutes of the June 14 meeting were approved.

CWCB staff presented an overview of the "Water Supply and Needs Report for
the South Platte Basin and Denver/South Metro Counties", developed from
information contained in the Statewide Water Supply Initiative. Copies of this
report were distributed to Roundtable members. Staff will work on further
dividing this data down into a sub-county level of detail.

There was a general discussion of the next steps to be taken in developing a
"needs assessment" for the metro area. The subcommittee that was formed at
the June meeting plan to bring preliminary needs figures to the August meeting,
using data obtained from water providers, SWSI, and other sources.

There was a general discussion of the provisions of HB-1400, which was enacted
to provide funding support for the roundtables, and of SB-179, which was
enacted to provide funding over four years for investment in water development
activities. A sub-committee consisting of three CWCB staff and six IBCC
members will meet on July 17 in an effort to develop criteria and guidelines for
disbursement of the funds associated with SB-179. SB-179 requires completion
of a needs assessment in each basin prior to eligibility for funds. Information
already contained in the SWSI report might potentially be used as a basis for
some or all of that needs assessment.

Chips Barry provided his comments on standards that might be used in
developing needs assessments for basins throughout the state. He opined that
new industrial, commercial, and residential water uses should be metered and
165 gallons per capita per day or similar figure should be used state-wide for
residential water supply planning purposes.

By acclamation, Doug Scott was re-elected as chairman of the Metro Roundtable
and also re-appointed as IBCC representative. He accepted the IBCC re-
appointment for one year only.

The next meeting will be on August 16 at the Douglas County Fairgrounds and
Events Center in Castle Rock. It is anticipated that this meeting will include an
update from the Metro needs assessment sub-committee, a presentation by the
Colorado Geological Survey on potential storage opportunities in the South Platte
basin, and an update on the Chatfield Reservoir storage re-allocation effort.

Prepared by: Gary Thompson - revised August 16, 2006

Page lof2
