<br />Colorado Water for the 21st Century <br />Metro Roundtable - Meeting Minutes <br /> <br />November 8,2006 4:00 - 6:10 PM <br />At Denver Water Board Room <br /> <br />Doug Scott chaired the meeting. <br /> <br />Eric Hecox provided an update on the recent IBCC meeting. IBCC approved the <br />proposed Water Supply Reserve Account (per SB-179) Criteria and Guidelines, <br />without change. IBCC also heard presentations from the Yampa/White River <br />basin and from the SWSI - Phase 2 team. The next IBCC meeting will include <br />planning for the 2007 schedule and activities. <br /> <br />It was reported that the Arkansas Basin Roundtable plans to develop a GIS <br />database to categorize existing needs assessment information. The Colorado <br />Basin Roundtable reported (per Chris Treese) that it is beginning to consider <br />non-consumptive water requirements (environmental and recreation) in the <br />headwaters areas of the Colorado River basin. They are also working to develop <br />estimates of specific required flow quantities as a part of their needs assessment. <br />The Rio Grande Roundtable is considering the sustainable use of its aquifer <br />water supplies. The Yampa-White basin is considering water requirements for its <br />emerging energy industry and for its non-consumptive requirements. The <br />Gunnison Basin is considering federal issues with respect to the Black Canyon of <br />the Gunnison water requirements. <br /> <br />Chips Barry reported that 10,825 acre-feet per year of flow is required support of <br />endangered fish in the 15-mile critical reach on the Colorado River near Grand <br />Junction. He suggested that a joint application from 3 or 4 roundtables for SB- <br />179 funds might be appropriate for studying this matter. Alan Berryman said that <br />Northern Colorado Water Conservancy District will prepare a conceptual project <br />scope and cost estimate for evaluation of alternatives to provide the necessary <br />flows. Eric Hecox noted that an application would be needed in January for <br />consideration by the CWCB at its March meeting. The Metro Roundtable agreed <br />to jointly apply with the South Platte Roundtable and Colorado Roundtable (and <br />the Arkansas Roundtable if possible) for statewide funds in the amount of <br />$300,000 maximum (or whatever smaller amount may be sufficient). If approval <br />by the CWCB of statewide funds is not possible, then the Metro Roundtable <br />would be willing to share equally with other roundtables, up to $100,000 per <br />roundtable. <br /> <br />Rick Brown (CWCB) gave a presentation on SWDI "Overview of Addressing the <br />Gap" in ongoing water planning and future water needs. The Metro Roundtable <br />members voted to confirm that the Metro Roundtable supports the continued <br />evaluation of the projects presented by SWSI for addressing the "gap", including: <br /> <br />Page I of2 <br />
