<br />March 5, 2007 <br /> <br />Report from the IBCC Representatives <br />Bill Trampe reported that there had been no IECC meeting since the last Roundtable meeting in <br />February. <br /> <br />Marc Catlin noted that there are good minutes of each IBCC meeting available, and he could provide <br />those if anyone is interested. Eric Hecox added that those minutes are posted on the website. <br /> <br />Eric Hecox announced that the next IECC meeting will be March 30. Planned are three main <br />discussions: 1) task orders received from all roundtables, 2) the report from the CWCB in <br />anticipation of the annual review, and 3) a continued discussion regarding the larger Colorado River <br />system. <br /> <br />Report from the Educational Committee <br />There was no repo11 from the Educational Committee. <br /> <br />Report from the Black Canyon Quantification Committee <br />Ken Spann gave a review of the status conference in the Black Canyon Case. He stated that 84 <br />additional stipulations were presented to C01ll1 and along with the 22 original stipulations could <br />potentially cut the objector pool by a third. The next status conference will be June 29 in Gunnison. <br /> <br />Update on SWSI II <br />Steve Glazer reported that the CWCB released three draft reports as pm1 of SWSI II. These rep0l1s <br />discuss water use efficiency, prioritizing and quantifying environmental and recreational technical <br />roundtable committee, and avoiding permanent agriculture dry-up through alternative strategies. <br />These reports are available on the IECC website. Members of each committee have until the end of <br />the month to submit any comments. Final reports are scheduled for the end of April. The reports <br />can then be used by the Roundtables as a tool for needs assessment work. <br /> <br />Eric Hecox added that the individuals that were involved in preparing these rep0l1s would be <br />available to talk to the Roundtables and he would be willing to help coordinate these talks. <br /> <br />1. Colorado River Energy Distributors Association (CREDA) <br />Kent Holsinger of Holsinger Law, LLC gave a presentation to the Roundtable members <br />regarding CREDA's report entitled "Hydroelectric Power in the Upper Colorado River Basin." <br />The report can be downloaded at http://www.holsingerlaw.com/. <br /> <br />2. Gunnison Basin Water Needs Assessment <br />Tyler Mm1ineau summarized a letter to the Roundtable from Eric Hecox. The letter addressed <br />the Roundtable's first six tasks for which the Roundtable had requested technical assistance from <br />the State. Eric suggested that Tasks I, 2, 3, and 6 could be funded and completed. Eric <br />suggested that Task 4 be initiated at the next funding cycle, and Task 5 be accomplished as a part <br />of CWCB's water availability studies or funded separately with SB 179 money. These two tasks <br />were viewed to be beyond the resources available to the Roundtable at this time. <br /> <br />Pete Kasper made a motion to have the Needs Assessment Committee review the remaining 12 <br />tasks to be accomplished to determine funding requirements and priority. The motion was <br />seconded by Frank Kugel. After some discussion the motion carried unanimously. <br /> <br />3 <br />
