February 5, 2007

Report from the IBCC Representatives
Marc Catlin passed out a packet of spreadsheets that were prepared by CDM. The packet contained
information that had been collected by CDM regarding projects and requests for money, which he
said was good information on what other Basins were doing.

Marc discussed an article from the Montrose Daily Press on a meeting that the IBCC representatives
had attended. He said that it insinuated that the Basin Roundtables would have "60 days to get their
act together." A copy of the m1icle was provided to the Roundtable Members. His opinion on the
issue was that the new administration wanted to take 60 days to evaluate how the roundtables and
the IBCC were working together, as well as how the local roundtables themselves were working
together. Marc suggested this might be our opportunity to catch up with the other roundtables.

Bill Trampe added that there was concern by the new Director of the Department of Natural
Resources, Harris Sherman, that effo11s were being duplicated by the CWCB and IBCC with regard
to staff and money. He would like to determine what role the IBCC played in organizing and
leading the roundtables. Bill mentioned that, in his opinion, the GBRT was "behind the 8-ball."

Report from the Educational Committee
Pete Kasper thanked Mike Baker for the presentation he would make on the Wise Water Use
Council. He also mentioned that Gary Shellhorn was not yet ready to go ahead with his
presentation, and was hoping to be able to present it in April.

Pete then asked the Roundtable members to bring forward any new ideas for future education topic
and presentation.

Report from the Black Canyon Quantification Committee
Hugh Sanburg advised the Roundtable that the Committee will report to them in March.

1. Wise Water Use Council Presentation - Mike Baker of the U.S. Bureau of Reclamation made a
presentation on the Council's activities in the Grand Valley and Lower Gunnison areas.

2. Request for SB 179 Funds - Town of Orchard City - Tom Huerkamp discussed and submitted
an application from the Town of Orchard City for both Basin and State SB 179 funds for an off-
stream, raw water storage reservoir for the Town's domestic water supply.

3. Gunnison Basin Water Needs Assessment - Ken Spann told the Roundtable that the Water
Needs Assessment Subcommittee met on January 23 at the Uncompahgre Valley Water Users
Office. A draft Gunnison Basin Water Needs Assessment and Related Task Orders document
had been developed by the subcommittee and had been provided to the Roundtable members.
The document was reviewed and discussed. Ken Spann made a motion to adopt the January 31 st
Memorandum regarding the Gunnison Basin Water Needs Assessment with Tasks I through 6 as
priority. The motion was seconded by Hank Hotze. Discussion continued regarding Task 6.
Ken Spann called the question, and the motion carried unanimously.

Ken Spann then made a motion to forward the draft letter to Eric Hecox for Technical
Assistance. The motion was seconded by Ron Shaver. The motion carried unanimously.

Michelle Pierce thanked the subcommittee for their eff0l1s.

3
