Hopefully, the triage process will help limit the places where we need to quantify needed <br />flows . <br /> <br />Jeris Danielson: I am c oncerned that if we are not c areful, regulatory agencies may use <br />s tandards we develop inappropriately in the future. <br /> <br />Peter Binney: Is the thought that recreational demands will go through water court to be <br />quantified? <br /> <br />Eric Hecox: The hope is that this process helps to identify what is needed, then <br />communities can wor k to secure the water within our current system – purchase water for <br />flows, re - operating, etc. Hopefully, voluntary processes will work and litigation through <br />the water court will not be required. <br /> <br />Rick Brown: When you look at water availability and quan tification, do we look at <br />current water availability? <br /> <br />Rita Crumpton: We need to be careful tha t even if we are studying non - consumptive use , <br />we are also trying to meet needs of significant future population growth. Just because we <br />look at this may not me an that we will be able to meet non - consumptive uses at the <br />desired levels . <br /> <br />Melinda Kassen: We do not want to fail to develop information just because it might be <br />used by some parties in a wrong way. We need to trust R oundtables to do effective triage <br />wo rk and id entify where non - consumptive use of water can have desired impacts. <br /> <br />Wayne Vanderschuere: We need to s how how the consumptive and non - consumptive <br />work groups will be coming together. There are three groups working on these issues – <br />consumptive (u p and running in August), non - consumptive (up and running now), and <br />the water supply study. <br /> <br />Rick Brown: We n eed a collaborative process that recognizes property rights and yet still <br />meet non - consumptive needs. Does developing this information violate sec tion 102? <br />Some are nervous because of that, and others do not think it is an issue. <br /> <br />Sen. Jim Isgar: Studies will show that at various times of year there is not adequate water <br />for consumptive or non - consumptive uses. If we develop statewide standards an d <br />criteria, they will be applied, possibl y to parties’ detriment. I have c oncern about DNR or <br />CWCB developing and ap proving statewide criteria, and think that the R oundtables <br />should determine if there should be studies re garding non - consumptive use. <br /> <br />Eric Hecox: We are coming up with the tools and technical base t hat can be used by <br />R oundtables to inform their thinking about studies and considerations of non - <br />consumptive use. Roundtables need to look at streams and determine what kinds of <br />values they want to apply to water in that stream. <br /> <br /> 16 <br />
