8 Project Description and Alternatives The purpose of this project is to provide a means for the HDC to continue providing water to our users while minimizing the occurrence of not having enough water for the households. Four alternatives were considered: 1. The no-action alternative. 2. Chemically clean the well again. ($5000). 3. FRAC the well. ($8000) 4. Drill replacement well ($170,000) Alternative No.1 was considered unacceptable since it means the HDC could not deliver water to its users. Alternative No.2 was ruled out because it's a short-term fix that would not last less than a month or two. Alternative No.3 was ruled out as it could cause the well to collapse. And a new well would be required. Several well experts have advised against using this method for cleaning the well as the piping is galvanized and very corroded. Alternative No.4 was selected, since it is considered to be the least disruptive and best plan for the future. The selected alternative, Alternative No.4, involves drilling a replacement well and installing a new pump and piping for the well and connections to the distribution system. The Office of the State Engineer, Colorado Division of Water Resources has issued permit number 13593-F R for the replacement well The estimated cost of the completed project is $170,000. The cost breakdown is summarized in Table 1. Table 1.
