<br />8 <br /> <br />Project Description and Alternatives <br /> <br />The purpose of this project is to provide a means for the HDC to continue providing water to our <br />users while minimizing the occurrence of not having enough water for the households. Four <br />alternatives were considered: <br /> <br />1. The no-action alternative. <br />2. Chemically clean the well again. ($5000). <br />3. FRAC the well. ($8000) <br />4. Drill replacement well ($170,000) <br /> <br />Alternative No.1 was considered unacceptable since it means the HDC could not deliver water <br />to its users. <br /> <br />Alternative No.2 was ruled out because it's a short-term fix that would not last less than a <br />month or two. <br /> <br />Alternative No.3 was ruled out as it could cause the well to collapse. And a new well would be <br />required. Several well experts have advised against using this method for cleaning the well as <br />the piping is galvanized and very corroded. <br /> <br />Alternative No.4 was selected, since it is considered to be the least disruptive and best plan <br />for the future. <br /> <br />The selected alternative, Alternative No.4, involves drilling a replacement well and installing <br />a new pump and piping for the well and connections to the distribution system. <br /> <br />The Office of the State Engineer, Colorado Division of Water Resources has issued permit <br />number 13593-F R for the replacement well <br /> <br />The estimated cost of the completed project is $170,000. The cost breakdown is summarized in <br />Table 1. <br /> <br />Table 1.
