City of Victor - Rehab. Victor Dam No.2 - In January 1995, the Board approved a <br />Construction Fund loan of $600,000 to the City of Victor for the rehabilitation of Victor Dam <br />No.2. The project was subsequently authorized in HB 95-1155. Conditions of Board approval <br />included a completed feasibility study and a staff analysis of the City's financial capacity. Icon <br />Engineering, the City's engineering consultant, is presently completing a feasibility study <br />update to be submitted this month. Staff will conduct an analysis: of the City's financial <br />capacity after completion of the feasibility study. Please see Attachment J. . <br />Staff Recommendation - Staff recommends that the Victor Dam No.2 project, as authorized in <br />HB 95-1155, not be de authorized and that the Board and the staff review the status of the <br />project again in one year . <br /> <br />k. Town of Minturn - Bolts Lake Dam and Ditch Rehab. - A Construction Fund loan of <br />$360,000 to the Town of Minturn for the purchase and rehabilitation of Bolts Lake as a <br />municipal raw water reservoir was authorized in SB 96-153. The Town has encountered <br />unforeseen problems with water rights litigation and property acquisition. Please see <br />Attachment K. <br />Staff Recommendation - Staff recommends that the Bolts Lake project not. be deauthorized at <br />the present time and that the Board and the staff review the status 0f the project again in one <br />year. <br /> <br />A copy of this memorandum with the appropriate attachment has been sent to each of the <br />project sponsors (or potential project sponsors) and each has been contacted by phone <br />regarding the November 22-23 Board meeting. <br /> <br />Cc: Linda Bassi, AGO <br /> <br />4 <br />
