<br />DiscussionlRecommendations <br /> <br />As of November of this year, there are ten authorizations for funding that are three years or <br />more past the date of authorization and are not yet under contract. One project that is not past <br />the three-year limit has also been reviewed as no longer requiring its authorized funding. Staff <br />has evaluated each of these authorizations and discussed the status of the projects with the project <br />sponsors and their consultants. The results of these evaluations along with the staff <br />recommendations relative to de authorization are summarized. in the following sections of this <br />memo and in the attached spreadsheet: <br /> <br />a. Southeastern Colorado Water and Storage Needs Assessment Enterprise - Arkansas River <br />, Basin Water and Storage Needs Assessment - Phase II - In 1999, the Colorado Legislature (SB 99- <br />173) authorized a $25,000 grant to the Southeastern Colorado Water and Storage Needs <br />Assessment Enterprise to assist in the development of a storage options plan as part of phase II of <br />the Arkansas River Basin Water and Storage Needs Assessment. The project was since funded <br />through a grant from the Severance Tax Operational Account, therefore the funds from the <br />Construction Fund are no longer required. <br />Staff Recommendation - De-authorize <br /> <br />b. Fort Morgan Reservoir and Irrigation Co. - Diversion Structure - In 1987, the Colorado <br />Legislature (SB 87-015) authorized a $50,000 loan to the Fort Morgan ReserVoir and Irrigation <br />Company to rehabilitate their diversion structure on the South Platte River. The project was <br />completed in 1987 with other financing; therefore the funds from the Construction Fund are no <br />longer required. Please see Attachment B. <br />Staff Recommendation - De-authorize <br /> <br />c. City of Alamosa - Conservation Conveyance Channel Rio Grande Project - In 1994, <br />the Colorado Legislature (SB 94-029) authorized a $410,000 loan to the. City of Alamosa for <br />participation in a Corps of Engineer project to construct earthen flood: control levees along the <br />Rio Grande River in and around the City of Alamosa. The funds were'to be used as the local <br />sponsor cost-share for the $6,000,000 project. The total construction cost oithe project was <br />over $1,000,000 under budget, thereby eltminating the City's need for the CWCB <br />Construction Fund 15 year loan. A CWCB loan funding contract was never commenced and <br />the project for which the loan was authorized has been completed. <br />Staff Recommendation - De-authorize <br /> <br />d. Michigan River Water Conservancy District - Meadow Creek Dam Outlet Rehab. - In <br />1994, the Colorado Legislature (SB 94-029) authorized a $~7 ,500 loan to the Michigan River <br />Water Conservancy District to rehabilitate and enlarge the outlet on the Meadow Creek Dam. The <br />project was never completed. The District indicates there is no longer a need for the project because <br />of reduced water delivery requirements, therefore the funds from the Construction Fund are no <br />longer required.
