The costs associated with this
alternative would be for the lost of the water rights. The lost of the water rights would cost
approximately $960,000, based on the annual reservoir yield for 240 AF at a rate of $4,000/ AF.
Prior to failure, the direct flow rights were used to begin flood irrigating the 800 acres. The
direct flow rights are used to begin the growing season for the hay and fill the alluvium. This
allowed for the stored water to efficiently cover the fields and supply the last of the water for the
growing season. Typically, these field received one cutting of hay at approximately 1 ~ tons per
acre. It is believe that if there was not stored water the yield would be reduced in half to
approximately % ton per acre. This would result in a loss of the hay crop assuming $100/ton of
$60,000 per year.

No matter which analysis you consider, the no action alternative is not available alternative and it
is precluded from further consideration.

'URS

T:\PROJECTS\22238900_MCELROY _DAMlCWCB LOAN FEASIBILITY REPORT DRAFT.DOC\ 11-OCT -06\22238900IDEN 6-1
