McElroy Reservoir was decreed in
CA 661 and has an appropriation date of July 30, 1929 and an adjudication date of July 13, 1938.
This storage right is used for supplemental irrigation on 800 acres of land owned by the Hills.
There are two ditches and five direct flow rights that are also used to primarily irrigate these
? lands, they are the Pass Creek and the Hogback Ditch. The Pass Creek Ditch has three decreed
cl --nghts in the ditch. One right was decreed in CA 113 and has an appropriation date of December
31, 1884 for 5 cfs. There are two decreed rights in CA 661 and has an appropriation date of May
1, 1920 and an adjudication date of July 13, 1938. One rights is for 3 cfs and a "flood" right for
2 cfs (only in priority April 1 through June 15). The Hogback Ditch was decreed for 9.65 cfs in
CA 113 and has an appropriation date of November 14, 1900 and an adjudication date of August
11, 1906. The Pass Creek Ditch is the "calling" structure on Pass Creek.

4.5 WATER QUALITY

There will be no water quality impacts as a result of this project, nor will there be any new water
supplies developed as a part of this project for which water quality would need to be addressed.
Construction dewatering, process waters, and diversions will be performed in accordance with
required permit conditions.

4.6 FIELD INVESTIGATIONS

Geotechnical laboratory tests were performed on one bulk sample colleted during the excavation
of the embankment. The laboratory testing program was designed to classify the embankment
material and to characterize its engineering properties.

Two five-gallon bulk samples were collected on August 3, 2006 during the dam excavation.
Both samples appeared to be similar and were representative of the embankment material based
on visual classification. One sample collected at approximately 15 feet below the crest and 10
feet upstream of the downstream slope was sent to the URS geotechnical laboratory in Totowa,
New Jersey for laboratory testing. The following tests were performed:

. Gradation analysis

. Hydrometer

. Water content

. Atterberg limits

· Standard compaction test

· Isotropically Consolidated Undrained Triaxial Compression Tests (CIU') with pore
pressure measurements

.
