McElroy Dam is classified under SEO guidelines as a Small, Class III structure, with
a height of35 feet impounding 240 AF at the spillway crest. The left abutment of the reservoir is
the highway embankment fore CO Highway 134. The spillway is a 50-foot wide concrete crest
located on the right abutment of the dam. The spillway was not disturbed be the breaching of the
dam. The spillway is estimated to pass 3,338 cfs at the crest of the dam. Per the new dam safety
requirement a Small, Class III structure must be capable of passing a 100-year event. Based on
USGS regression equations documented in "Analysis of the Magnitude and Frequency of Floods
in Colorado", the 100-year event would be approximately 630 cfs. Therefore, the spillway is
capable of passing the design inflow.

The source of water for the reservoir is from precipitation, runoff, and groundwater seepage from
Pass Creek upstream of the reservoir. McElroy Dam is located in Section 16, Township 2 North,
Range 81 West ofthe 6th P.M, in Grand County.

4.2 WATER DEMANDS

The purpose of this project is strictly limited in scope to the rehabilitation of the outlet works.
No additional water storage will be developed in connection with this project. No new or
increased diversions will be made and no additional storage capacity will be created at the
reservoir. The uses of the water from McElroy Dam will not change as a result of this project.
This project will not increase the Hills irrigation water supply.

4.3 PROJECT LANDS

McElroy Reservoir storage will not change as a result of this project. This project will not
broaden the 800 acres the Hills currently irrigate. The present lands irrigated are 800 acres in a
portion of Sections 10 and 15, in Township 2 North of Range 81 West of the 6th P.M., County of
Grand, Colorado. A map ofthe irrigated acres from the CWCB database is shown in Figure 4.1.

URS

T:\PROJECTS\22238900_MCELROY _DAMlCWCB LOAN FEASIBILITY REPORT DRAFT.DOC\11-OCT -06\22238900IDEN 4-1
