<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Headgate 396 Lateral Corporation <br />Pipeline Project <br /> <br />Introduction <br /> <br />\' <br />The Headgate 396 ateral Corporation manages Lateral 396 for the benefit ofthe members as an <br />association of 0 ers of water rights and lands served by the lateral. Irrigation water is diverted II <br />from the Gra Valley Mainline Canal at headgate 396 and delivered to 220 acres. There are(@:) <br />parcels and embers. The shares owned by the members entitles them to 4.3 CFS of irrigation <br />water. The corporation proposes to upgrade their 10,000 feet of ditch to underground pipeline. <br /> <br />Project Sponsor <br /> <br />Headgate 396 is a non-profit corporation registered in the State of Colorado. The corporation has <br />the power to assess the members for operation, maintenance and administrative costs. The <br />members have entered into a Funding Agreement with the corporation for repayment of the loan <br />that will be used to fmance Project costs. All of the member's water will be carried in the pipeline <br />and the loan repayment will be shared equally. The total member's adjudicated water right is 4.3 <br />cfs. The Corporation's Articles of Incorporation and By-laws are included in the Appendix. <br /> <br />Project Service Area and Facilities <br /> <br />Irrigated acres within the service are used mostly for the production of food or fiber. A map of the <br />service area and a list of the crop types are in the Appendix. <br /> <br />Hydrology and Water rights <br /> <br />The source of water for the project are shares purchased from Grand Valley Irrigation Company. <br />The Corporation owns 389 shares that are worth 4.3 cfs. <br />The average growing season is 220 days using approximately 1900 ac.ft per season. Grand Valley <br />Irrigation Company's 1894 water rights are senior on the Colorado River. <br /> <br />Project Description and Alternatives <br /> <br />NRCS Engineers and Planners have conducted on-site inspections and surveys and have <br />determined that the ditch was in very poor condition. We were told to sign up for the EQIP cost \ <br />share program. We did and were approved. The project was divided in to two phases. ~ 000 <br />Phase 1 was completed in 2005 with NRCS providing ~ '?J-11 <br />$87,087.80 in cost share and each of the 10 members of the corporation contributing $5,000 for ~, <br />the balance of the cost for Phase 1, <br />The benefits of the Phase 1, 3000 feet of pipeline were evident during the irrigation season of <br />2006 with no seepage losses and the only maintenance being cleaning the trash rack on the new <br />headgate structure, When Phase 2 is complete it will deliver water with out the seepage loss from <br />the 7000 feet of broken concrete ditch it is replacing, <br /> <br />Alternatives: <br /> <br />1.
