<br />b. 10825 Study: The study group hopes to have recommendations available by December 2007. <br /> <br />c. Energy use subcommittee: John Sikora mentioned that the USGS wants to be a member of <br />the energy use subcommittee. The BLM is doing an EIS on oil shale. <br /> <br />1. The subcommittee wants to review water rights owned by energy companies in <br />the White and Colorado Rivers. However, the Division Engineer does not track <br />who owns water rights, so this is not publicly available. <br /> <br />11. ITeffDeboed Rangely City Planner, mentioned that oil companies have stated they <br />are concerned that releasing this information will impact their stock prices, and <br />that Sarbanes Oxley may prevent them from divulging this information. <br />(ReJ201ier'S commeiil Sarbanes Oxley was passed in response to the Enron <br />collapse, and the purposeful destruction of potentially incriminating documents by <br />Arthur Andersen, Enron's CPA. It imposes additional disclosure requirements <br />(and attendant liability) on company officers and their auditing CP As. Sarbanes <br />Oxley's intent is to enhance public disclosure of information that might impact <br />stock prices, and not to conceal such information.) <br /> <br />111. Williams Energy, a natural gas developer, is interested in the outcome of the <br />energy use subcommittee. However, it would like a letter from the subcommittee <br />that states what the data will be used for. <br /> <br />IV. The CWCB imposed a grant condition requiring that the energy use subcommittee <br />open membership to other basin roundtables. Eric Kuhn recommended that the <br />subcommittee invite other roundtable representatives to join the subcommittee, <br />but that they were not required to join. <br /> <br />d. Vail ditch. Grand County has met with the Vail Ditch Company and hired a consultant to <br />monitor wells on the mesa to determine that no one is injured by the transfer of the ditch <br />water rights to Grand County. An engineering firm has been hired to appraise the fair market <br />value of the ditch rights. Grand County has obtained a contract extension from the seller. A <br />meeting was held with Denver Water in mid April. <br /> <br />10. Recommended future agenda items. <br /> <br />a. Selenium and salinity in the Colorado River. <br /> <br />b.
