<br />11. Update on Colorado River non-consumptive needs assessment (non-consumptive needs <br />assessment). The non-consumptive needs assessment subcommittee met again in February to <br />discuss the grant request to determine the scope of a non-consumptive needs assessment. Lane <br />Wyatt reported: <br /> <br />a. The first task was to quantify water flows in order to determine what water is available in the <br />rivers for NC needs at different times during the year <br /> <br />b. The second phase is to determine what river reaches are critical for rafting, fishing, and other <br />NC needs. <br /> <br />c. A consumptive needs assessment also needs to be done at the same time as the non- <br />consumptive needs assessment. Energy development is a big consumptive water need that <br />has not been adequately forecasted <br /> <br />d. Rick Brown stated that the CBRT has to decide what rivers are really important in the basin. <br />For instance, does the basin believe that the Eagle River, Gore Creek, or the Fraser River <br />should be protected; if so, water rights must be acquired to protect these. Or, are there <br />specific fish species that need to be protected? <br /> <br />e.
