<br />IBCC Colorado River Basin <br />Minutes of Meeting on February 26, 2007 <br /> <br />1. Next Meeting: Monday, March 26, Glenwood Springs Community Recreation Center, 1:00 to <br />4:00. <br /> <br />2. Approve January 2007 meeting minutes. The January 2007 minutes were not sent out, so they <br />will be approved at the March meeting. <br /> <br />3. These minutes were prepared by Ken Ransford, 970-927-1200, kenransford@comcast.net. <br /> <br />4. Upcoming meetings: <br /> <br />a. March 13,2006: CWCB meets in Canon City to consider SB 179 grant requests. <br /> <br />b. March 26,2007: Rod Sharp, Jeff Tramel, and CSU Agricultural Economics Professor <br />James Pritchett will present Understanding Agricultural Water Management from 9:00 to <br />12:30, at the Glenwood Springs Community Center immediately before to the March <br />CBRT Roundtable meeting. The agenda is: <br /> <br />1. Tax consequences in the Colorado River Basin if land is no longer irrigated. <br />2. Demonstration of a decision tool to compare alternatives for limited irrigation <br />croppmg. <br />3. Impacts and implementation costs of alternative irrigation techniques. <br />4. The financial impacts of selling water rights vs. continued irrigated agricultural <br />production. <br /> <br />b. A joint roundtable meeting of the 4 Western Slope roundtables will be held Monday, <br />June 18,2007, in Montrose. <br /> <br />5. Report from other Roundtables - None. <br /> <br />6. Discussion of Western Slope Water Mediation. <br /> <br />a. Denver Water and a broad consortium of West Slope Entities have hired John Bickerman to <br />mediate Western Slope water issues (referenced below as the Colorado Basin Process). The <br />Northern Water Conservancy District (Northern) is not a party to the Colorado Basin <br />Process. Bickerman, from Washington D.C., has a national reputation with experience <br />mediating longstanding disputes such as the Hopi-Navajo land dispute. The Colorado Basin <br />Process will cover the following topics. <br /> <br />1. Moffat Tunnel firming project in which Denver firms up its water rights in the <br />Colorado River in Grand County. <br />2. Windy Gap Firming Project in which Northern firms up its water rights in the <br />Colorado River in Grand County. <br />3. Dillon Reservoir in which Denver firms up its water rights in Dillon Reservoir in <br />Summit County. <br /> <br />b. John Bickerman has signed a contract with Denver Water and the Colorado River Water <br />Conservation District.
