<br />k. When Ruedi Reservoir was built, the Bureau of Reclamation allocated 51,000 acre feet <br />(Ruedi Water) to the Western Slope to compensate for water being pumped to the Eastern <br />Slope in the Fryingpan Arkansas Project. Ruedi Water is marketed to Basalt, the Colorado <br />River Conservation District, and the Basalt Water Conservancy District. Ruedi Water is also <br />available to supply the need for 10825 Water. 16,000 acre feet of Ruedi Water is still <br />available for purchase. <br /> <br />I. The Mid Valley Metropolitan Water District was formed to provide water and sanitation <br />services downstream and west of Basalt. It has alluvial wells in the Roaring Fork River that <br />are not being used to capacity. It is not part of the Basalt Water Conservancy District. <br /> <br />7. Bull Creek Reservoir No.4 Enlargement. <br /> <br />a. Irvin Johnson, President of the Bull Creek Reservoir Canal and Power Company (Bull <br />Creek), presented a grant request from the Statewide Water Reserve Account for $120,000 to <br />do construction and repair work on Reservoir #4. Bull Creek consists of 5 reservoirs with <br />decreed water rights that date from 1898 and 1935. Bull Creek is making a separate grant <br />request for $50,000 from the Basin Reserve Account to pay for engineering studies to <br />enhance the spillway of Bull Creek Reservoir #5; this is described below. <br /> <br />b. The CWCB has approved a $1.2 million loan to enhance Reservoir #4, which equals 90% of <br />the amount needed for the repair work. The grant request is for the remaining 10%. The <br />repairs will increase the storage capability in order to protect senior water rights that might <br />otherwise be lost. Twenty-six water users own all 525 shares in the Reservoir Company, and <br />they will repay the $1.2 million CWCB loan; one of the owners is the Ute Water <br />Conservancy District, which owns 33 shares. Ranchers below Bull Creek flood-irrigate their <br />ranches, and the excess water flows into Plateau Creek. <br /> <br />c. Stan Cazier commented that this project will ensure that 400 acre feet of usable water is <br />protected for use in Western Colorado. Mel Reddig recommended that this is the type of <br />study that will protect agriculture in Western Colorado. He recommended that the <br />application include a diagram explaining how the 5 reservoirs in Bull Creek work. He also <br />recommended summarizing the 384 page feasibility study that was done on this project <br />(which is available on the CWCB website), or include the entire study as an appendix to the <br />grant application. Carlyle Cunier also spoke in favor of the project, since it will protect <br />Western Colorado agriculture. <br /> <br />d. Irvin Johnson commented that the Bull Creek reservoirs are used for recreational purposes, <br />and include Gold Medal fishing waters; David Pfaff of the Colorado Department of Wildlife <br />commented that he did not believe the reservoirs have been officially designated as Gold <br />Medal Fishing waters. <br /> <br />e. Bull Creek hopes to complete the repairs on Reservoir #4 in the fall of2007. <br /> <br />8. Bull Creek Reservoir No.5 Enlargement. <br /> <br />a. Irvin Johnson presented a second grant application for $50,000 from the Basin Reserve <br />Account to pay for an engineering study to enhance the spillway on Reservoir #5.
