billion economy just in the four headwater counties.

We need the baseline study to plan for what is happening. We have to respect the senior rights.

The Montrose meeting got tense because RT members from other roundtables said to the
Colorado RT, "If you want to make a deal, you have to give up something." But we have
already given up a lot in the Colorado River.

Lane Wyatt: We need a vision of what the baseline data will be used for. How will it be used
for defining environmental or recreational needs? How we design the database determines what
questions it will answer.

Jay Skinner:

Aquatic Gap
Merging of database

}

Need personnel from the Water Shed
Network to create.

Jay can provide a demonstration ofthis.

Ken Neubecker: Baseline must serve multi-purposes and we need information that is accurate
and broad enough so every community can use it to make decisions and to educate people.

Alan Martallaro: If all this information is available, can we hire someone to assemble a website
that has links to all of the data sources?

Louis Meyer: Don't forget the educational component. Montrose has done a lot more thinking
about how to spend the money. They have already identified projects. Other basins may have
more water available.

Copies of the Colorado Department of Natural Resources, Water Supply and Needs Reportfor
the Colorado Basin, are available fi'om:

James Carter

Lurline Curran

Louis Meyer

Ken Ransford

Chuck Ogi1by

Mesa County at Grand Junction Pipe
(970) 243-4604; jcarter@gjpipe.com

Grand County
(970) 725-3347

Schmueser Gordon Meyer Consulting
(970) 945-1004

City of Basalt
(970) 927-1200

Eagle County
(970) 476-3070

L\CWCB Imaging\Caleb\Minutes\Colorado\2006\Colorado May 2006 minutes.doc

13
