<br />As second homes convert to permanent residences: <br /> <br />Service industry continues to increase. <br />"Building a church to accommodate Easter Sunday traffic" <br />All infrastructure increases to accommodate the growth - water use, etc. <br /> <br />Michael Wageck (Grand County): If they built to total growth allowable, there will be shortages <br />of water and other infrastructure. We will be short of water in Upper Fraser and Summit County. <br />We surveyed more than 2,000 second homeowners. The vast majority will use their second <br />homes more. They do not rent them out. They plan to make their second home their primary <br />residence. <br /> <br />Phil Overeynder: The Western Slope communities do not have storage, so they design for <br />maximum use. Pitkin County pulls water out of direct stream flow, not out of storage. Thus, this <br />has a relatively small impact on water usage. <br /> <br />Winter use of second homes <br />Summer use of second homes <br /> <br />December-March <br />July-August <br /> <br />The usage in winter and summer is now equal. Two months of summer usage equals four <br />months of winter usage. <br /> <br />Second home development is our natural resource development now. Another looming issue <br />now is oil shale/natural gas development and how those workers are competing for jobs and <br />housing. Debeque will see enormous growth. <br /> <br />Lane Wyatt: SWSI's report was understating the usage of gallons per capita. One problem is <br />that water usage testing is a 5-day test, Monday through Friday, so when you do peak time <br />testing you're missing Saturday and Sunday. That could be the peak time. For example, in <br />Summit County most second home owners are from the Front Range. <br /> <br />Phil Overeynder (Pitkin County): To promote water conservation, Pitkin County during the <br />2002 drought sent $100 checks to people who cooperated in water conservation program. <br /> <br />Residents East of Mississippi <br />Residents West of Mississippi <br />Pitkin County <br /> <br />Received no checks <br />Higher number of checks issued <br />Very high percentage got checks <br /> <br />At what point does congestion put a brake on growth: <br /> <br />Hasn't stopped people yet <br />Eisenhower Tunnel use still increases every year <br /> <br />The Colorado Department of Natural Resources Water Supply and Needs Reportfor the <br />Colorado Basin will be posted on the internet.
