delivery points to each Member; various valves, drains and vents; and river channel <br />improvements to improve efficiency of the river to deliver water to the point of diversion. <br />Cost Estimate <br />The Montezuma County Office of the NRCS has prepared engineering designs and cost <br />estimates for the Project. The NRCS Preliminary Design report and detailed cost estimate are <br />included in Appendix D. <br />The estimated cost of the Project is $904,000.00. The cost breakdown is summarized in Table <br />1. <br />Implementation Schedule <br />The Harward Irrigation is expected to complete the final design by September 2005. <br />Construction is expected to begin October 2005 and to be completed in phases during 2005 and <br />2006. <br />Permitting <br />All easements and rights of way have been secured. The Company expects to be exempt from <br />404 permitting by Statutory exemption, 33 CFR Section 323.4(a) 3. This will be confirmed with <br />the Army Corps of Engineers. <br />Institutional Considerations <br />Entities that are, or may be, involved in the design, construction, and financing of the project <br />include: <br />• East Mancos Highline Ditch Company; financing, construction and project management. <br />• Natural Resources Conservation Service (NRCS); 75% cost share. <br />• Harward Irriation; design, construction supervision and inspection. <br />• Colorado Water Conservation Board (CWCB); financing. <br />7 <br />Table 1 East Mancos Highline Ditch Company Pipeline Project- NRCS Cost Estimate <br />
