IBCC Colorado River Basin
Minutes of Meeting on July 24, 2006

1. Approve Minutes from June 26, 2006 Meeting. Minutes were unanimously approved
with the following italicized correction recommended by Don Carlson:

The minutes were changed to reflect that, if approval is granted, the Northern Water
Conservancy District (NOlihern) would relieve the Bureau of Water Reclamation from
responsibility for all operations and maintenance ofthe Colorado-Big Thompson Project
operations except for operation and maintenance of Green Mountain Reservoir.

2. Next meeting: Monday, August 28, 2:00 - 5:00, Glenwood Springs, at a place to be
determined. The next meeting will not be held at the Glenwood Recreation Center.

3. The letter to Colorado Congressional delegation regarding Northern's assumption of the
Colorado Big Thompson project operations was discussed. Richard Proctor of Grand
Valley Water Users Association made a motion that the letter be changed to allow more
flexibility in determining the operator of Green Mountain Reservoir, so that eligible
operators include more than the Grand Junction office of the Bureau of Reclamation.
Lurline Curry-Underbrink seconded the motion, and the motion passed unanimously. The
roundtable discussed that the operator must be an unprejudiced entity that operated the
Green Mountain Reservoir in a fair and impartial manner.

4. Report from other roundtables:

Stan Cazier, Colorado Roundtable (CRT) IBCC representative, reported on the IBCC
Roundtable meeting discussion of the SB 179 grant guidelines. Senate Bill 179 authorizes
$10 million per year for 4 years to pay for water projects related to the House Bill 1177
roundtable process. The following SB 179 Working Group has been established to develop
these grant guidelines; it meets again on July 31 to discuss the guidelines.

CWCB Representatives IBCC Representatives
Eric Wilkinson, director ofNOlihern Ray Wright, Rio Grande Water Conservancy
Water Conservancy District board member
Barbara Biggs, director of Denver John Porter, retired manager of the Dolores
metro area wastewater department Water Conservancy District
Harold Miskel, from Colorado Springs Melinda Kassen, staff attorney for Trout
Unlimited

L\CWCB Imaging\Caleb\Minutes\Colorado\2006\July 24 06 Minutes IECC Colo Basin.doc

1
