It passed with 24 votes. <br /> <br />6. Roaring Fork Water Shed Plan, presented by Mark Fuller of the Ruedi Power Authority. <br /> <br />a. $40,000 is requested from the CBRT funds to prepare a map of water resources, develop <br />a guide to these resources, and to recommend appropriate management practices. <br /> <br />b. Phase I will identify short term needs and practices. Phase II will develop goals and <br />objectives for planning and legislative recommendations to implement the plan in the <br />future. Mark anticipates that he will request additional funds for Phase II in the future. <br /> <br />c. This passed with 27 votes for CBRT funding, and 7 votes for Statewide funding. <br /> <br />7. Grand County Stream Management Plan - Lurline Curran, Grand County. <br /> <br />a. Grand County is being pressured to commit to the Windy Gap and Moffat Tunnel firming <br />projects by 12/31/06 and 2/28/07 respectively. Denver Water, the Bureau of <br />Reclamation, and the Northern Water Conservancy District individually operate complex <br />collection and distribution systems that impact Grand County water resources. <br /> <br />b. This request is for $30,000, which is half of the $60,000 needed to study non- <br />consumptive use in Grand County. The study is scheduled to be completed by March 31, <br />2007. This study will be a component ofthe Colorado Basin non-consumptive needs <br />assessment that the CBRT approved in principle at the November, 2006 CBRT meeting. <br /> <br />c. The funds will be used to study the sections of the Colorado River that have no or little <br />data regarding stream flow and temperature. Grand County is highly impacted by low <br />flows and fluctuating water temperatures. If irrigators took all water to which they were <br />entitled, they would have dried up the Colorado River between the Windy Gap diversion <br />and the confluence with the Blue River nearly 30 miles downstream in the 2002 drought. <br /> <br />d.
