The CWCS lo~n will be paid for by raising <br />the monthly fee. i <br />I <br />The Project consists of the installation of a new collection system and pump station to draw Colorado <br />River water into the irrigation system. A new pipeline will provide incre:ased pressure and flow in the <br />delivery system and move water to an existing tank storage vessel. T~e improvements will allow for <br />the system to back flush silt and debris and isolate the system from th~ river if river water quality is <br />unacceptable. i <br /> <br />Loan Feasibilitv StudY <br /> <br />The Loan Feasibility Study was prepared by Carroll Aamold, PE, Aampld Engineering. The study <br />was prepared in accordance with the CWCB guidelines and includes I1>reliminary engineering design <br />and cost estimates. . <br /> <br />Town of DeBeaue <br /> <br />DeBeque is a Colorado statutory town, incorporated in 1919. It is lo~ted adjacent to the Colorado <br />River. The Town is governed by the Mayor Donald Cramer and six ot~er members of the Board of <br />Trustees. It manages its water and sewer through a Utility Enterprise fund. The Town's average <br />monthly water bill is $23. The Town has three outstanding long term d,bligations: two loans with the <br />State of Colorado (DOLA) and one with the US Bureau of Reclamatioh. <br /> <br />Water Riahts <br />The Town has 1.7 cfs and 3.5 cfs of irrigation water rights on the Colo;rado River. <br />i <br /> <br />Proiect DescriDtion I <br />I <br /> <br />The Town has an irrigation system that has struggled with high silt 10JdS, sand and debris which has <br />caused plugging and deterioration over the years. In addition, the system does not provide enough <br />water and pressure to the users. The Town has entered into an agreement with Bluestone Irrigation <br />District to share resources and expenses to improve the systems rivet intake and transmission line. <br />The Town looked at three options: . <br /> <br />, <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />i <br />The Town chose to install a new collection system with varying level iptake control and pump system <br />to draw irrigation water from the Colorado River and convey it throug~ a new 12 and 16 inch <br />transmission pipeline to an existing storage tank. Additional water rig~ts acquired through the <br />agreement with Bluestone will provide additional flow and pressure. llhe project includes <br />approximately 3000 feet of pipeline to convey the water to an existinglwater tank which will be used <br />for storage and will also allow the Town to back flush debris to the Riler when needed.
