DEBEQUE, COLORADO <br />IRRIGATION PUMP STATION AND INTERCEPTOR <br />FEASIBILITY STUDY <br />COLORADO WATER CONSERVATION BOARD <br />I. Study introduction and objective: <br />The proposed project consists of utilizing a recently acquired 3.5 cfs surface <br />water right on the Colora.do River. The ultimate use of tlus water is imgation of <br />urban property at DeBeque, Colorado. Any increase to the existing irrigation <br />system reduces the demand on the Town's domestic water system and treatment. <br />This additionat 3.5 cfs which will be combined with the existing 1.7 cfs from <br />Roan Creek (north side) is intended to serve 480 residents, 2 school properties, <br />and the cemetery. <br />II. Project Sponsor: <br />The project sponsor is the Town of DeBeque, Colorado. The Town is <br />incorporated, has a Mayor and Council form of government with annual approved <br />budget. The Town has a Public Works Dept., Water Treatrnent for domestic <br />water, water distributian system, Waste water treatment (lagoon system), waster <br />wa.ter collection, Parks Dept., Police Dept., Fire Dept. and 7 full time employees, <br />3 part time employees. <br />The Town provides water and sewer service to appro�mately 480 residents <br />withi.n the Town limits and also serves water to approximately 150 out of Town <br />residents with its water system. The Utility Enterprise Fund does not support the <br />Irrigation program. <br />The present irrigation system serves appro�cimately half of the town but flow is <br />inconsistent and often too low on pressure. A fee of $ 2/ month is charged each <br />using resident for the irrigation service. Most of the existing system was installed <br />or firianced by The Blue Stone Irrigation District, which has turned the syst�m <br />over to the Town to operate and manage. <br />There is no existing debt on the irrigation system. Town's financial documents are <br />attached for review. <br />III. Project Background and Need: <br />The study area is the entire town of DeBeque, which includes cemetery, schools <br />and 480 residents. The present system of 1.7 cfs will only partially serve the <br />Town's needs. The present system consists of open channels and various PVC <br />pipelines that gravity feed to less than half of the Town's residents. The <br />proposed plan includes: 1. The addition of 8,100 ft of 12" PVC pipeline with <br />valves, 2. Conversion of an old domestic water storage facility to irrigation water <br />storage, and 3. The addition of a river collection system and pump station to <br />draw the newly acquired 3.5 cfs for citizen use.
