<br />IBCC Colorado River Basin <br />Minutes of Meeting on May 22, 2006 <br /> <br />1. Approve Minutes from April 24, 2006 Meeting. Minutes were unanimously approved. <br /> <br />2. Future meetings will be held at 2:00 pm. The next meeting will be June 26, 2006 at the <br />Glenwood Recreation Center. <br /> <br />3. Report on Montrose meeting between the four Western Slope roundtables: <br /> <br />Stan Cazier, Colorado Roundtable (CRT) IBCC representative: About 40% of the CRT <br />members attended. At the Montrose meeting, someone said, "Just give Denver more <br />water-they need more development." This comment indicates lack of awareness of how <br />much has come out of the Colorado River Basin already. We need everyone on the <br />W estern Slope to be on the same page. "Other Basins misunderstand what is happening in <br />the Colorado River Basin-upper to lower end." <br /> <br />4. Dave Merritt asked if additional quarterly meetings were a good idea: <br /> <br />Lurline CUlTan (Grand County): Yes, you get more accomplished in face to face meetings. <br /> <br />Louis Meyer: Yes. The patticipation in Montrose (107 attendees) was impressive. <br /> <br />John Redifer: Yes. This is supposed to be a statewide effort. <br /> <br />Kathleen Curry: She was disappointed that she was the only legislator there. She believes <br />that the Lower South Platte, Lower Arkansas, San Juan and Colorado Basins would <br />make a strong coalition. Growth is driving a lot of the legislature's decisions. <br /> <br />Art Bowles: There needs to be a lot more education within the basin RTs. At some point, all <br />nine R Ts need to get together and share their information. <br /> <br />Bill Trampe: (Gunnison Basin Roundtable Member, IBCC representative and Board <br />President-Colorado River Water Conservation District) How to divvy up the unused <br />allocation in the Colorado River Compact (CRC)-this is a statewide issue-if we don't deal <br />with this on the Western Slope, the Front Range will decide this instead. <br /> <br />Scott Balcomb, a Glenwood Springs attorney and Colorado representative on the Upper <br />Colorado Commission, spoke on the Colorado River Compact at the Montrose meeting. <br /> <br />Mark Pifher, (City of Aurora): The meeting in Montrose was very worthwhile. The Eastern <br />Slope has interests in the Colorado River Basin that must be addressed. We need to address <br />how to deal with a Colorado River Compact call if it arises. <br /> <br />5. Chuck Ogilby raised the point that closed door deals are being made: We don't all have a <br />voice if deals are made behind closed doors. We do not own the water rights and deals are <br />being made without us. Is this fair?
