These steps have included geotechnical investigations of the auxiliary dilce, <br />completion of a site specific flood precipitation study and a flood hydrology report which is in <br />profPress. These efforts have been directly funded by the ODFtC with some assistance from the <br />Colorado River Water Conservancy District. If a restoration project capable of storing the remaining <br />conditional water right is not concluded within the near future, there is a looming eventual certainty <br />that the water right will be abandoned. <br /> <br />PROJECT SPONSOR: <br /> <br />The ODFtC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 120 shareholders and 10,000 shares of stock The ODFtC has the power to set <br />annual assessments to be paid by the shareholders, the authority to cut offwater deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stoclc for sale to pay baclc <br />assessments. The ODFtC Articles of Incorporation and By-Laws are included in Appendix A. <br /> <br />PROJECT SERVICE AREA AND FACILITIES: <br /> <br />The ODFtC provides irrigation water to an area that encompasses about 20 sq mi and has the ability <br />to provide water to a large area of about 450 sq mi which extends from Paonia Fteservoir on the east <br />to Orchard City on the west, north of the North Forlc ofthe Gunnison River. Irrigated acreage within <br />the service area is primarily used for pasture, and crops such as hay, fPrains, corn and fruit. Primary <br />facilities include the 6,200 acre-foot capacity Overland Fteservoir and about 28 miles of transmission <br />ditch and stream channel. Maps of the facility locations and service area are included in appendix F. <br /> <br />HYDROLOGY AND WATER RIGHTS: <br /> <br />The sources of water for the company include Leroux Creelc, Ftoatcap Gulch, Terror Creelc, Hubbard <br />Creelc, Elk Creelc and Cow Creek Overland reservoir is located on and fed by Cow Creek The <br />shareholders ofODFtC hold 7 direct flow rights with adjudication dates ranging from 1908 to1954 <br />and total direct flow rights of214.7 cubic ft/sec. They also hold 4 storage rights with adjudication <br />dates ranging from 1914 to 1954 totaling 7,171 acre-feet. A list of the water rights are included in <br />Appendix B. Copies of the legal documents for the Overland Fteservoir storage rights are also <br />included in Appendix B <br /> <br />The most recent yield analysis of the Overland Fteservoir drainage basin was perfoIlIled as part of a <br />loan application feasibility report in 1976.
