Similarly, at least a portion or the augmentation water that is released willlilcely <br />flow down stream channels rather than through the irrigation ditches. This will increase <br />stream flows also resulting in fishery and recreation benefits. <br /> <br />4. During the construction period, new jobs will be temporarily created in Delta County (2001 <br />unemployment rate of 4.1 %) with employment pealcs estimated at 10 to 15 worlcers. <br /> <br />SOCIAL AND PHYSICAL IMPACTS: <br /> <br />The economy in the area is based on agriculture and coal mining. Coal mines were developed in the <br />area around 1900 and are a very significant part of the local economy. The project will have a slight <br />stabilizing effect on these two industries. The project will also have a small beneficial impact on <br />stream flows and recreation opportunities. <br /> <br />Physical impacts will be limited to construction activities and, for the most part, will include clearing <br />both borrow areas and the expanded reservoir basin and the effect of construction traffic on local <br />roads. The borrow areas will be restored. Forest Service requirements will include detailed <br />provisions on revegetation, fire control, road maintenance, erosion control, visual protection, and <br />water quality protection. <br /> <br />CONCLUSIONS: <br /> <br />1. The ODFtC is an incorporated entity in the State of Colorado with the ability to enter into a <br />contract with the CWCB for the purpose of obtaining a Construction Fund loan. <br /> <br />2. The ODFtC is in the process of deteIlIlining the requirements for easement and right of way <br />modifications with the Forest Service. <br /> <br />3. The project will provide for additional storage of water for the beneficial use of the <br />shareholders and ensure that ODFtC puts to beneficial use remaining conditional storage <br />rights. <br /> <br />13 <br />
