The Annual Fteports for <br />2001,2002,2003, and 2004 are included in Appendix D. <br /> <br />ALTERNATIVE FINANCING: <br /> <br />ODFtC has investigated alternative financing sources including the following: <br /> <br />1. U.S. Bureau of Fteclamation 2025 loans. <br /> <br />2. National Ftesource Conservation Service participation. <br /> <br />3. Colorado Division of Wildlife participation. <br /> <br />4. Partnership with or participation by the Colorado River Water Conservation District <br />(CFtWCD). <br /> <br />5. Participation by the Colorado Water and Power Association. <br /> <br />6. Lease of augmentation water. <br /> <br />With the exception of the CFtWCD partnership/participation and possible augmentation water leases, <br />all other financing avenues have proven non-productive. These two options are discussed in more <br />detail below: <br /> <br />1. There has been an expression of interest in leasing a bloclc of Overland Fteservoir water (100 <br />ac-ft or less) which would be used by the CFtWCD as an enterprise project. <br /> <br />2. The CFtWCD currently has two fPrant profPrams. The "Small Cap" profPram provides for up to <br />$15,000 per project. Additionally, there is a water supply construction fPrant profPram under <br />which a $450,000 fund has been committed to provide fPrants for construction projects on a <br />three year, $150,000/year basis. 2005 is the first year that applications were received (due in <br />April, 2005). After the shareholders have made an official commitment to the project, <br />Overland could malce application for some of that money. <br /> <br />Discussions with local individuals and entities that have indicated a relatively certain need for <br />augmentation water: <br /> <br />1. A local coal mining company located within the area that can be served with water from <br />Overland reservoir has provided ODFtC with a letter of interest for leasing 400 ac-ft of water <br />for a 15 year period at $125/acre-feetlyr. This would be in the fOIlIl of payments of $75,000 <br />per year for 10 years. <br /> <br />10 <br />
