<br />IBCC Colorado River Basin <br />Minutes of Meeting on September 25, 2006 <br /> <br />1. Next Meeting: Monday, October 23, Glenwood Springs Community Recreation Center, <br />2:00 to 5:00. Agenda: Discuss Water Supply Reserve Account grant requests. <br /> <br />2. Approve August 26 meeting minutes. The minutes were unanimously approved. <br /> <br />3. IBCC RepOlt: Stan Cazier and Wayne Vanderschuere <br /> <br />a. Water Supply Reserve Account grant guidelines. CWCB has approved grant <br />guidelines; Dave Merritt sent them to members. <br /> <br />1. Basin Grants: The CWCB will review grant requests to determine if they <br />meet the 4 requirements of the statute; if so, they will be approved. Each <br />Basin will receive $500,000 in each of 2007 and 2008, for $1 million total. <br />The CWCB will review Basin Grant requests every 2 months. <br /> <br />11. CWCB Grants: These will be harder to obtain since all basins will <br />compete for these funds ($5.5 million per year will be available in each of <br />2007 and 2008). The CWCB will review CWCB Grant requests twice a <br />year in January and July. <br /> <br />lll. Wayne Vanderschuere mentioned that the Rio Grande, Gunnison and San <br />Juan basins have discussed proposals that would propose $20-30 million <br />in grant applications. <br /> <br />b. Next IBCC meeting: Wednesday, October 18, Steamboat Springs. SWSI's <br />Environmental and Recreation Committee will make a presentation on minimum <br />in stream flows. <br /> <br />4. Arkansas Basin Roundtable report: PhilOvereynder <br /> <br />a. Arkansas prepared a spreadsheet listing information needed to prepare a basin <br />needs assessment. It has columns for each agency or stakeholder group, and rows <br />for each river section within the basin (4,800 total cells). <br /> <br />b. Arkansas has created a Water Transfer Subcommittee, to review agricultural- <br />urban transfers and interbasin transfers. <br /> <br />5. Review bylaws. The bylaws were approved without any changes.
