The <br />siphon needs to be repaired or replaced, since major property damage downstream of the siphon <br />would occur if the siphon were to fail. <br /> <br />The preliminary cost estimate for the Power Canal Rehabilitation Project is $2.5 million. It is <br />the District's intention to utilize the feasibility study to develop a consensus among the landowners <br />for the improvements and authorize a CWCB loan request. The District hopes to commence the <br />project in the fall of2005. <br /> <br />Discussion <br /> <br />The Scope of Work for this study addresses the technical aspects of the project. The study <br />should be expanded to include economic and financial evaluation of the project so that it would form <br />the basis for a future CWCB loan. ' <br /> <br />The Feasibility Study Small Grant Fund (CRS 37-60-122.7) is a source of immediate funding <br />for studies that will likely develop into raw water projects financed by a CWCB loan. Financial <br />Policy #17 provides that all grants from the fund will be limited to 50 percent ofthe total study cost. <br /> <br />Recommendation <br /> <br />Staff recommends the Board approve non-reimbursable funding from the Feasibility Study <br />Small Grant Fund to the Orchard Mesa Irrigation District to conduct a Feasibility Study evaluating <br />the rehabilitation of the District's power canal and Stokes Gulch Siphon, for an amount not to exceed <br />$15,000, or up to 50% of the total study cost. <br /> <br />Action Taken bv the CWCB on March 22. 2005 <br /> <br />11: <br /> <br />The Colorado Water Conservation Board approved the Staff Recommendation as <br />written above. <br />
