Arkansas Basin Roundtable <br />Meeting of April 1 1 , 2007 <br /> <br />Meeting Notes <br /> <br />1. Roundtable Business <br /> <br />Chairman Hamel convened the meeting with a quorum of at least 33 members present , sufficient <br />for a regular meeting. Shortly after convening, approximately 38 membe rs were in attendance. <br />Terry Scanga moved, and Charles Beard seconded , a motion to approve the minutes of March 14 , <br />2007 . <br /> <br />2. IBCC Reports <br /> <br />Jeris Danielson reported on the March 30 , 2007, IBCC meeting, which he described as an <br />excellent dialogue. Harris Sherman offered a verbal commitment to provide additional <br />administrative support for the processing of Water Reserve Account (WRA) applications. Jeris <br />offered that the website for the Education Committee is now in its final format and nearly ready <br />for laun ch. Wayne concurred that the dialogue with Director Sherman continues to be fruitful . He <br />th <br />noted that the next meeting of IBCC will be on June 18 in conjunction with a meeting of all west <br />slope roundtables in Montrose, Colorado. Chairman Hamel added that Director Sherman <br />distributed a roadmap for the roundtable process and that he was likewise encouraged by the level <br />of interest of all parties . <br /> <br />3. Subcommittee Reports <br /> <br />A. Bylaw s subcommittee. None. <br /> <br /> B. Groundwater Subcommittee. The Alluvial Aquifer R echarge conference is scheduled <br />for September 27 - 28, 2 007, location to be determined. Pat Alderton asked a question about the <br />purpose of HJR 1017 , distributed at the last meeting. <br /> <br /> C. Transfers Guideline Subcommittee. The committee met in the morning fo r 3.5 hours. <br />Mary Lou Smith reported that the discussion cleared up some misinformation between <br />subcommittee participants. <br /> <br /> D. Needs Subcommittee. Jay Winner reported that the subcommittee had reached <br /> <br />consensus on two (2) guiding concepts for future co nsideration of WRA requests: <br /> <br />Principles for Consideration of Water Reserve Account Applications <br />1. With a preference for retaining ownership within the Arkansas Basin, address <br />the identified gaps. <br />2. Maximize utilization of water to enhance the vitalit y of the environment and the <br />economy of the basin, especially rural communities, while protecting private <br />property rights. <br /> <br /> The subcommittee determined to postpone consideration of new WRA requests <br />pending a ninety (90) day dialogue with the entire roundt able to set priorities for needs <br />assessment. <br />April 11, 2007 Minutes 1 <br />
