What are <br />the pro’s and con’s of the Institutional Change required? Prior appropriation versus the requirements of <br />interstate compacts? Are technological improvements to agriculture viable? What about salinity? Can we <br />develop costs for water manageme nt, like tamarisk removal? Is leasing a permanent solution? What is the <br />cost benefit analysis of rotating fallowing ? <br /> Group 5 : Do cities bring business to rural areas? What type? What benefits? Does the study <br />consider the aesthetics, beauty of agric ultural lands and heritage value of those lands? Less is know n about <br />economic impact of developing recreation alternatives. Challenge the motivation behind Aurora’s efforts to <br />improve agricultural efficiency, is it really public relations? What is the i mpact of permanent leases? Water <br />quality? Colorado water law versus agricultural efficiency? <br /> <br />5. Chairman Hamel queried the group about topics for the July meeting. The conclusion was to <br />invite Mr. Steve Witte, Division 2 Engineer, to discuss the Kansa s v. Colorado lawsuit and the <br />administrative consequences of improved agricultural efficiency. The June agenda was approved, <br />which features a presentation by Mr. Rick Brown of the CWCB on SWSI and the Arkansas <br />Basin, followed by small group discussion. <br /> <br />6 . The Chairman asked for public comment s . There were none. <br /> <br />Chairman Hamel expressed his regret at having a conflict for the next meeting, indicating that <br />Vice Chairman Fox will chair the meeting. The next meeting will be June 14 , 2006, at the same <br />loca tion, the Pueblo O ccchiato University Center, 2200 Bonforte Boulevard, LW - 331 (East <br />Ballroom), Pueblo, Colorado.
