Arkansas River Basin Water Roundtable <br />Minutes of 12 July 2006 Meeting <br /> <br /> <br />Meeting convened at 12:42 p.m. by Chairman Alan Hamel. Jeff Tranel was asked to serve as <br />recorder for the meeting. There were 2 9 voting members present which did not establish a <br />quorum. <br /> <br />Approval of the June 2006 meeting minutes was tabled until the August 2006 meeting. Minutes <br />of the June meeting were not distributed to the members in time for a review. <br /> <br />Jay Winner will serve as interim chair of the Needs Assessme nt Committee. Roundtable <br />members volunteered to serve on the committee at the June Roundtable meeting. Chairman <br />Hamel extended another invitation for Roundtable members to join the Committee. None <br />volunteered. The committee was to meet following the Roundt able meeting. <br /> <br />IBCC Report <br />Alan Hamel and Jeris Danielson reported about the IBCC meeting. The IBCC adopted its bylaws <br />at its last meeting, but the final version has yet to be distributed to IBCC members. The bylaws <br />do allow for basin Roundtables to elect alternate representatives to the IBCC. Three committees <br />were formed: 1) public education (Danielson sits on this committee), 2) needs assessment <br />assistance (Hamel sits on this committee), and 3) water supply reserve account (Wayne <br />Vanderschuere sits on thi s committee). <br /> <br />The IBCC will hold its August meeting in Pueblo in conjunction with the Arkansas River Basin <br />Water Roundtable meeting on 9 August 2006. The IBCC meeting will convene at 8:30 a.m. <br />Hamel, Danielson, and other Arkansas Roundtable officers will have 30 minutes to report on <br />Arkansas Roundtable activities. <br /> <br />The Arkansas Roundtable should develop its needs assessment in a timely manner. Monies from <br />SB197 and HB1400 may become available in October. Thus, the Arkansas Roundtable should <br />position itself to apply for the monies as appropriate. <br /> <br />Educational Program <br />Ralf Topper (CGS) presented “Nature’s Underground Reservoir – Aquifer Storage.” The <br />presentation provided a review of SB 06 - 193 and the aquifer recharge study. <br /> <br />The study, completed in 2004, ra nked aquifers in terms of storage capacity. While there is a <br />diminishing ability to build surface water storage facilities, technology exists to recharge <br />aquifers. Objectives of aquifer recharge/storage include water supply management, meeting legal <br />obliga tions, managing water quality, aquifer recovery and protection, and protection of the <br />environment. Surface and subsurface infiltration and direct injection into confined aquifers are <br />possible. The presentation showed the top six aquifer candidates for both unconsolidated storage <br />and bedrock confined aquifers. <br /> <br />
