Of the $600,000 in the second request, $420,000 was authorized by <br />the Colorado legislature. The intent is to request that the earlier funding requests be withdrawn, <br />and replaced by the current request for a loan to Larimer County totaling $3,900,000. <br /> <br />II. Study Objective <br /> <br />The objective for the present study is to examine the economic, institutional and financial <br />feasibility of a Dry Creek Flood Control Plan, and to present a plan for its implementation. The <br />Project being examined is the solution recommended by a study conducted by URS Greiner <br />Woodward Clyde Engineers. It would address both local and regional flooding and urban <br />drainage issues identified by the City, County, and irrigation companies. The project under <br />consideration would be constructed by a combined effort ofthe City of Fort Collins and Larimer <br />County, with Larimer County taking the lead in accord with the terms of the IGA. <br /> <br />III. Scope of Work <br /> <br />This Scope of Work includes a discussion of preliminary engineering results, an analysis of <br />economic feasibility of the recommended project, an analysis of institutional alternatives and <br />recommended institutional alternative, and an analysis of the financial feasibility of the <br />recommended institutional alternative. <br /> <br />Larimer County is a statutory county lying in the north central part of the State of Colorado. Its <br />population is 243,000. Population of the unincorporated area is 66,000; It has a governing body <br />of three Commissioners. Current Commissioners are Kathay Rennels, District I, Cheryl Olson, <br />District II, and Jim Disney, District III. <br /> <br />The area of project benefit is referred to herein as the "Local Basin". This area essentially <br />consists of the Dry Creek watershed downstream of its northwesterly intersection with Colorado <br />State Highway 287. This area is bounded on the north by Douglas Road (County Road 54), on <br />the east by County Road 11, on the south by the Cache la Poudre River, and on the west by the <br />Dry Creek watershed boundary, about 'l4 mile west of State Highway 287. In terms of <br />jurisdiction, the area within the Local Basin is about 75% unincorporated County and 25% City. <br />The Local Basin contains a mix of commercial - industrial land uses, vacant land, and residential <br />land. The residential areas vary from low income mobile home residences to high income <br />exclusive subdivisions. <br /> <br />The 1990 Census gives information based on Tract Area. The Local Basin is compromised of <br />parts of two tracts, Tract 13.02 and Tract 13.03. See attached figure. While not exact, the <br />division line between the two tracts is approximately the same as the division between the <br />northerly part and the southerly part of the Local Basin. The median household income for Tract <br />13.03, encompassing the southerly section of the Local Basin was $16,181. The median <br />household income for Tract 13.02, which is generally the same as the Upper Basin, was $48,942. <br /> <br />The number of households and business have been determined for each basin.
