In May 1997, the City of Fort Collins and Larimer <br />County agreed that flooding problems on Dry Creek and the West Vine Drainage Basin were a <br />priority and enacted an Intergovernmental Agreement to jointly pursue flood control and <br />drainage solutions. Since that time, a flood control project has been designed and constructed <br />within the West Vine Basin. The investigation described in this report was done for Larimer <br />County in accord with the Intergovernmental Agreement described above. It reflects changed <br />conditions and the current urgency for developing a drainage solution for northeast Fort Collins. <br />It represents a conceptual solution to needs for both control of floods from the upper Dry Creek <br />Watershed as well as local basin storm water outfall. <br /> <br />The Larimer Weld Irrigation Company and their irrigation facilities comprise an integral part of <br />the solutions proposed in this report. The authors wish to express their appreciation for the <br />assistance of the Larimer Weld Company in the investigation that led to this report. In particular, <br />the assistance of Mr. Bill Johnston, Superintendent of the Larimer Weld Ditch, and Mr. Elmer <br />Gustafson, Chairman of the Board, are acknowledged and greatly appreciated.
