I also appreciate the meetings and discussions we have had <br />concerning this project with yourself, consultants and Bob Smith. We believe this project is <br />extremely worthwhile and will not only solve a number of problems for the governmental <br />entities, but will result in some significant advantage to the ditch company. <br /> <br />I will comment on the impact that this project as presently proposed and preliminarily <br />designed will have on the Larimer & Weld Irrigation Company. <br /> <br />I. Irrigation Water Conveyance by Dry Creek Project <br /> <br />The Dry Creek Project will enable a flow of approximately 75 cfs of irrigation flows out <br />of Douglas Reservoir into the Larimer & Weld Irrigation Company system. This will result in a <br />major benefit to the agricultural users who receive waters primarily through the Larimer & Weld <br />system as well as other agricultural users who receive collateral benefit from additional waters, <br />water management policies and conservation. Approximately 5000 acre feet of irrigation water <br />will be able to be utilized and better utilized. An estimate of the annual economic benefit to the <br />agricultural community at this time is evaluated to be approximately $100,000.00 per year. <br /> <br /> <br />ll. Flood Control <br /> <br />This project will eliminate a substantial flood risk to the ditch. As you know, these <br />ditches act as natural dams which, to some extent, works fine. However, when their capacity is <br />exceeded, they breach, doing substantial damage to the lands and properties downstream from <br />wherever the breach may occur as well as significant damage to the irrigation structure itself. I <br />emphasize the preceding because breach of the ditch bank may not occur where there is an <br />acceptable drainage path downstream and ultimately to the river. <br />
