Dear Mr. Bums:

Thank you for submitting to me the URS Greiner Woodward Clyde report on the
referenced project dated April, 2000. I also appreciate the meetings and discussions we have had
concerning this project with yourself, consultants and Bob Smith. We believe this project is
extremely worthwhile and will not only solve a number of problems for the governmental
entities, but will result in some significant advantage to the ditch company.

I will comment on the impact that this project as presently proposed and preliminarily
designed will have on the Larimer & Weld Irrigation Company.

I. Irrigation Water Conveyance by Dry Creek Project

The Dry Creek Project will enable a flow of approximately 75 cfs of irrigation flows out
of Douglas Reservoir into the Larimer & Weld Irrigation Company system. This will result in a
major benefit to the agricultural users who receive waters primarily through the Larimer & Weld
system as well as other agricultural users who receive collateral benefit from additional waters,
water management policies and conservation. Approximately 5000 acre feet of irrigation water
will be able to be utilized and better utilized. An estimate of the annual economic benefit to the
agricultural community at this time is evaluated to be approximately $100,000.00 per year.

ll. Flood Control

This project will eliminate a substantial flood risk to the ditch. As you know, these
ditches act as natural dams which, to some extent, works fine. However, when their capacity is
exceeded, they breach, doing substantial damage to the lands and properties downstream from
wherever the breach may occur as well as significant damage to the irrigation structure itself. I
emphasize the preceding because breach of the ditch bank may not occur where there is an
acceptable drainage path downstream and ultimately to the river.
