<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Larimer County Plan for Public Process <br /> <br />The Larimer County Engineering Department, in cooperation with the Utilities Division of the <br />City of Fort Collins is planning a citizen participation process with at least two rounds of public <br />meetings, presentations, and discussions. The first round, to begin during fall 2000, will consist <br />of presenting the problem and working through alternative solutions. The problem will be <br />presented in terms of the need for local drainage and flood hazard solutions on Dry Creek. <br />Discussions will address how a Dry Creek flood would affect the northeast area. Other areas of <br />discussion will be how the existing floodplain hazard and land use restrictions affect regional <br />land values, and the need for economic revitalization of the North College Avenue and East <br />Mulberry Corridors. <br /> <br />The following Alternative Flood Control Solutions will be presented: <br /> <br />I. Diversion of floodwater from Willox Lane south into the Cache La Poudre River, or <br /> <br />2. upstream detention storage of the entire flood flow, or <br /> <br />3. a combination of detention storage and downstream diversion of the residual flow or <br /> <br />4. continue to rely on floodplain land use regulations and flood insurance <br /> <br />This represents a thought process of problem and alternative solutions. Invitees will include <br />about 1500 property owners in a corridor from the river upstream to north of Douglas Reservoir <br />as well as more than 40 "interested" groups. The objective will be to get "buy off' on the <br />problem, and an alternative solution. <br /> <br />Taking into account citizen comments developed in the first round, engineering consultants will <br />work through to "fine tune" the selected alternative solution with a focus on innovative solutions <br />such as the potential for wetlands creation, mitigation of visual obstruction, and the potential for <br />farmland rehabilitation/development. A preferred alternative will not be designated, but rather, <br />tradeoffs among the alternatives will be presented to the participating citizens and discussed. <br /> <br />A second round of citizen participation is planned to begin in February, 2001. It will be an <br />interactive process with "what if' exercises seeking to get "buy off' on specific solutions, taking <br />into account the additional information generated by the consultants. Same group of in vi tees, <br />although perhaps the number of active participants will decline. Participation by the consultants <br />is planned. <br /> <br /> <br />Finally, special interest groups will be contacted.
