The intent was to specially assess those properties benefiting from <br />construction of upstream flood control improvements by virtue of their being removed from the <br />floodplain. With completion of the URS Plan, that approach was revisited. The result was to <br />propose that the County form a stormwater utility to fund the County portion of the cost of the <br />improvements. The reasons for this are as follows: <br /> <br />· Since the time of passage ofthe IGA, the City of Fort Collins has revised its fee structure so <br />that the monthly fee for stormwater services is based on one fee structure collected citywide. <br />This change reflects the broad citywide benefits of flood control and drainage improvements. <br />For example, property owners on Spring Creek will benefit from Dry Creek flood control <br /> <br />15 <br /> <br />
