<br />Discussion: <br /> <br />Many of the water users in this basin did not provide information during the Statewide Water Supply <br />Initiative. The users generally indicated that they "we're fine and had adequate supplies" or did not respond. <br />Subsequently these users have indicated that they may not have adequate supplies and are currently <br />undertal(ing efforts to quantify current and future needs and supplies. The application from Orchard City <br />identifies the need for future supply but does not provide information on current and future supply and <br />demand. <br /> <br />Issues/Additional Needs: <br /> <br />. The initial budget sheet does not match the detailed budget sheet. Engineering services in the initial <br />sheet are $678,000 and the detailed sheet shows $799,791.50; please clarify. Also please clarify the <br />how the second phase match and grant add up to the project budget. <br /> <br />. The miscellaneous line item of $1,000 needs to be detailed; what types of items and rates are <br />included? <br /> <br />. The outside services budget line of$10,000 needs to be detailed. <br /> <br />. The water availability analysis needs to have more detail on; the decree, yield, and source of supply. <br /> <br />. A project schedule needs to be provided. <br /> <br />. The applicant should clarify what would happen with the project if the future request for funding of <br />$480,000 is not approved i.e., will the design be completed? The CWCB can not guarantee funding <br />at this time. <br /> <br />. The applicant needs to provide additional information on the current water usage, future growth <br />plans, funding/revenue sources (e.g. tap fees, services charges, etc.). <br /> <br />. It would be helpful if the applicant would provide information on how they will finance the ultimate <br />construction of the proj ect. <br /> <br />. Please provide a description of the grant review process by the Gunnison Roundtable. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of up to $60,000 to complete the Orchard City Reservoir Project - Final Design. <br />Approval is contingent on successful resolution of the above issues/additional needs. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br /> <br />12 <br />
