<br />The water project RMWSD is proposing will not only address the deficiencies of the water system, but also <br />allow for the expansion of the water system. The project includes drilling a new water supply well with a <br />new pump, electrical supply, treatment building and equipment, and chlorine contact chamber. In addition, <br />the District will install a new water distribution main from the well site to the existing system which will <br />create a new water pressure zone in Silver Cliff with a variable frequency booster pump station, and a <br />generator bacl( up and electrical supply, add new water line looping and finally, purchase and install an <br />additional water storage tanl(. <br /> <br />Due to the extensive costs to complete this project and limited funding ability of the District, RMWSD will <br />accomplish these goals in two phases. The Phase 1 will include the new well, including electrical supply, <br />treatment building and equipment, chlorine contact chamber, distribution main, booster pump station, bacl( <br />up generator and some looping. Phase 2 will include the purchase and installation of an additional water <br />storage tanl(, distribution main and additional mains and looping. <br /> <br />Following is a description of the goals of this project and how and when they will be accomplished <br /> <br />1. Increase water system production capacity by 250 g.p.m. <br />a. Drill new production well at Gallery Site. <br />b. Test water production & water quality. <br />c. Install 3-phase power & production well pump. <br /> <br />2. Design treatment system and obtain CDPHE system approval. <br /> <br />3. Install new treatment capacity ready for connection to distribution system. <br />a. Treatment building. <br />b. Chlorine gas treatment system. <br />c. Chlorine contact chamber. <br /> <br />Discussion: <br /> <br />The Applicant has done an excellent job summarizing the needs of the District and the benefits which this <br />grant will provide and has tied these bacl( to the needs of the basin and findings of the Statewide Water <br />Supply Initiative (SWSI). A few select excerpts are provided below: <br /> <br />Article 75 refers to developing a basin-wide consumptive and nonconsumptive water supply needs <br />assessment, conduct an analysis of available unappropriated waters within the basin, and propose projects or <br />methods, both structural and non structural for meeting those needs and utilizing those unappropriated waters <br />were appropriate... "It tool( close to six years of engineering and water court and legal battles for RMWSD <br />to get the appropriated water it needed, but what we don not have and need is a system to get the <br />appropriated water to its users." <br /> <br />The (SWSI) Report contains Water Management Objectives and Related Basin Roundtable Comments. <br />Many of those objectives and comments relate to RMWSD's project. <br /> <br />One objective was to sustainably meet municipal and industrial and agricultural demands. Arl(ansas Basin <br />commented that the lacl( of reliable municipal and industrial supply could impact population and tax base. <br />RMWSD's project addresses improving municipal water supply. With the proposed improvements, RMWSD <br />can effectively and efficiently supply water to its existing district population, and provide for future <br />expansion, thereby allowing for growth and an increase in the tax base of the community. <br /> <br />2 <br />
