The report should include adequate documentation to allow <br />the CWCB staff to present a proposal to the Board with a full explanation of the technical, <br />financial, economic and institutional ramifications of the proposal. Please see Sections 1.0, <br />2.0 and 4.0 as well as Appendices Band C of the Guidelines for Financial Assistance. <br /> <br />Rl: We will combine the Dry Creek Flood Control Plan Feasibility Study (economic and <br />institutional document) produced by Larimer County and the City of Fort Collins dated <br />October, 2000 with the Dry Creek Flood Control Plan (alternatives and technical document) <br />by URS Greiner Woodward Clyde (URS) dated April, 2000. This combined document will <br />be entitled Dry Creek Feasibility Study by URS dated January, 2001. This document will <br />incorporate the responses to Mr. William Green comments dated November 13, 2000. This <br />document is produced to give direct responses to these comments even though these <br />comments are incorporated into the Dry Creek Feasibility Study. <br /> <br />Q2: The first 11 pages of the report need a substantial amount of editing and a lot more <br />documentation regarding the technical aspects of the project. <br /> <br />R2: This comment will be reflected in the Dry Creek Feasibility Study as discussed in the <br />comment review meeting held in the Colorado Water Conservation Boards (CWCB) offices <br />on November 22,2000. The meeting was attended by Larry Lang and Bill Green, of the <br />CWCB, Rex Burns, Larimer County, Bob Smith, City of Ft. Collins Utilities, and John <br />Sikora, URS. <br /> <br />Q3: Better maps, figures, diagrams, etc. are needed to show locations of the items described in <br />the text, especially on pages one and two. The map of the entire basin needs some <br />improvement. <br /> <br />R3: The additional maps and figures that will be incorporated into the Dry Creek Feasibility <br /> <br />Page 1 of7 <br />
