Walcher
Executive Director

Dan Mcl~.uliffe
CWCB Director
(Acting)

Report: Dry Creek Flood Control Plan Feasibility Study

Prepared bv: Larimer County Engineering Dept. and City of Fort Collins Utilities
Reviewer: Bill Green /'fl~

1. The CWCB Guidelines for feasibility studies require that each feasibility report
should be a stand-alone document based on the assumption that the reader is not
familiar with the study area or the proposed project. The report should include
adequate documentation to allow the CWCB staff to present a proposal to the Board
with a full explanation of the technical, financial, economic and institutional
ramifications of the proposal. Please see Sections 1.0,2.0 and 4.0 as well as
Appendices Band C of the Guidelinesfor Financial Assistance.

2. The first 11 pages of the report need a substantial amount of editing and a: lot more
documentation regarding the technical aspects of the project.

3. Better maps, figures, diagrams, etc. are needed to show locations of the items
described in the text, especially on pages one and two. The map of the entire basin
needs some improvement.

4. Shorter paragraphs would make the report much easier to read.

5. The Study Objective should be moved to the first page of the report and clarified in
specific terms. What exactly is the report intended to accomplish in terms of the .
project need and purpose? In the first sentence "technical" should be included with
"economic, institutional and fmancial feasibility".

6. Introduction and Background Information (now on page one) should be reduced and
clarified. A brief description of the proposed project and the funding request should
be included in this section of the report along with the need for and purpose of the
project.
