The appendices should be referenced in the text of the report with appendix numbers.

2. The July 10 City of Sterling election on the project should be mentioned in the report
with results when available.

3. The description of the selected alternative should be revised to correspond with the
results of the July 10 election and the City's final decision on the project. Revised
designs and cost estimates should be provided.

4. The description of the financial program should be revised to reflect the most recent
cost estimate including the amount of funding to be contributed by each funding
source. (I understand that FEMA may be able to contribute some additional funds to
the project.) The financial projection in Appendix 7 for the Capital Improvement
Fund looks OK so long as the City is not intending to borrow more than the existing
$1,160,000 authorization from the CWCB.

5. The new design and cost estimate may require revisions to the economic
(benefit/cost) analysis.

6. Will the revised design require revisions to the environmental analyses?

7. Will there be changes to the design and construction schedule on page 46?

8. On page 43, the text indicates that estimated flood damages were based on structures
inventoried in a 1983 report. Were structures built since 1983 accounted for?

9. I can't find the reaches used for damages on Figure 12 (mentioned on page 43).

Flood Protection · Water Project Planning and Financing.
