<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />STUDY OBJECTIVE <br /> <br />Keeton Dam is a small water storage reservoir located on Little Fountain <br />Creek approximately % mile west of highway 115, near Colorado Springs, <br />Colorado. See Figure 1 for the site location. <br /> <br />Keeton Dam, owned by the City of Fountain, was most recently inspected by <br />the State Engineer's staff on July 25, 1997. The inspection report by the State <br />Engineer's staff raised serious questions concerning the dam hazard rating because of <br />the close proximity of human habitation below the dam. Fountain is required by the <br />State Engineer to take action to address potential dam safety issues. The report <br />includes the following note: <br /> <br />The dam is currently classified as a low hazard dam but it will be <br />reclassified to a moderate or high hazard dam based on the close <br />proximity of the trailer houses below the dam. Based on preliminary <br />dam break calculations, a dam break flood wave of between 2,000- <br />3,000 cfs is expected, which will put the trailer houses at risk. As the <br />dam owner, you are legally liable for any property damage or loss of life <br />as the result of a dam failure. <br /> <br />The City has determined that it will not be cost effective to rehabilitate the <br />dam to full capacity, and has therefore chosen reduce the jurisdictional capacity and <br />enlarge the spillway of the dam. The City has outlined three phases for the <br />abandonment project. Phase 1 is the development and evaluation of alternatives to <br />address the issues and include a preliminary construction and operation cost <br />analysis. Phase 2 includes a final design and the preparation of construction <br />documents of the selected alternative, and a detailed estimate of probable project <br />costs. Bid and construction administration for implementation of the selected <br />alternative encompasses Phase 3. <br /> <br />This Phase 1 report provides the results of an investigation into the feasibility <br />of the abandonment of Keeton Dam and Reservoir.
